Fleming Island Move-Up Financing: Eagle Harbor CDDs and Homestead Portability
Updated October 2026
“The CDD is paid off” is a starting point for questions, not a finished budget. In established Fleming Island communities such as Eagle Harbor, an older bond issue may have matured while operations and maintenance assessments continue. A move-up buyer needs the current parcel assessment and district records, not a neighborhood-wide assumption.
Separate the bond from the ongoing service bill
Ask which debt series served the property, whether its final assessment has been collected and whether other obligations remain. Review the current tax bill alongside the district's adopted assessment schedule. A capital debt payoff does not automatically eliminate landscaping, facilities, drainage or other recurring district expenses.
Keep HOA charges separate as well. Different entities may collect different fees, and a listing's single annual figure may not explain the full picture. Confirm any transfer, initiation or amenity charges before deciding how much sale equity can become the next down payment.
Bring the tax benefit, not the old tax bill
Florida Save Our Homes portability transfers an eligible assessment difference to a new homestead, subject to the applicable limits and timing rules. It does not transfer your former tax rate or guarantee the same annual taxes. The maximum transferable benefit is generally $500,000; downsizing can reduce the amount through a proportional calculation.
File the homestead application and the DR-501T portability application with the new county's property appraiser. Eligibility generally requires a prior Florida homestead within the three preceding tax years. The Clay County Property Appraiser can help identify the relevant assessment history, filing deadline and documentation for your move.
Sequence the sale and purchase
Request two financing estimates: one using sale proceeds already available and another reflecting any period of overlapping ownership. Existing housing debt can affect qualification until its treatment is documented. Preserve enough cash for moving expenses and the new home's escrow funding.

Editorial Methodology & Primary Sources
Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.
Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.
- Consumer Financial Protection Bureau (CFPB) — Loan Estimates, APR and borrower disclosures; Regulation Z.
- U.S. Department of Housing and Urban Development (HUD / FHA) — FHA program guidance.
- U.S. Department of Veterans Affairs (VA) — VA loan eligibility and benefits.
- Freddie Mac Primary Mortgage Market Survey (PMMS) — published rate benchmarks.
- U.S. Census state tax collections — state property tax benchmarks; confirm parcel-specific assessments and exemptions with the state revenue department and local assessor.
The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
