Florida CDD Fees, HOA Dues, and Mortgage DTI Underwriting

Florida CDD fees: the payment beyond principal and interest
A Florida planned-community home can carry three separate obligations: property taxes, homeowners association dues, and Community Development District assessments. A CDD established under Chapter 190 finances and maintains public infrastructure within its boundaries. Its assessments are not interchangeable with HOA dues, even when both support the same neighborhood.
Separate bond repayment from operations
CDD charges commonly include a debt-service assessment supporting infrastructure bonds and an operations and maintenance assessment. Debt service follows the property's assessment schedule; operations funding can change with the district's annual budget. Paying off an eligible bond assessment does not eliminate future operations charges.
Many districts collect these amounts as non-ad valorem assessments on the county tax bill. Non-ad valorem means the charge is not calculated from taxable property value. A homestead exemption therefore does not erase it. Review the Florida Department of Revenue property-tax resources alongside the actual district assessment schedule.
| Charge | Verification document | Payment treatment |
|---|---|---|
| CDD bond assessment | District debt schedule | Usually annual tax-bill charge |
| CDD operations | Adopted district budget | Recurring assessment |
| HOA dues | Association statement | Separate housing expense |
Translate annual assessments into qualification
Suppose annual property taxes are $5,400 and CDD assessments total $2,400. Together, those obligations require $650 monthly before insurance or HOA dues. If the lender escrows both through the tax bill, that amount enters the housing payment used for debt-to-income qualification. A $175 monthly HOA charge is added separately, even when paid directly to the association.
Avoid counting CDD assessments twice. A tax estimate that already includes non-ad valorem charges should not receive another identical CDD line. Conversely, a builder worksheet showing only estimated ad valorem taxes can understate the qualifying payment materially.
Build a durable payment estimate
Request the parcel's current tax bill, district assessment ledger, bond payoff information, and HOA budget. On new construction, ask the lender to estimate taxes on the completed home rather than rely on a vacant-lot bill. Review escrow mechanics through the Consumer Financial Protection Bureau.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments.
