Lutz and Odessa: County-Line Taxes, Wells, and Septic
Updated October 2026
The mailing address is not the taxing jurisdiction
A listing labeled Lutz or Odessa does not settle which county will send the tax bill. Postal geography and county boundaries are different things. For buyers comparing acreage, subdivision homes, and lake-area properties, identifying the actual parcel is the first useful underwriting step.
Run a matched tax comparison
Locate one candidate through hcpafl.org and its counterpart through pascopa.com. Record county, taxing district, exemptions, taxable value, and non-ad valorem assessments. Compare projected buyer taxes at equivalent purchase values rather than comparing two sellers' current bills.
For illustration, $400,000 of taxable value at 18 mills produces $7,200 in ad valorem tax; at 20 mills it produces $8,000. That $800 annual difference equals about $66.67 monthly. Those are sample rates, not quoted Hillsborough or Pasco levies. Actual calculations may use different taxable values for school and other levies, and flat assessments must be added separately.
Acreage changes the property review
Private wells and septic systems introduce questions that municipal-service homes may avoid. Establish where the well, septic tank, drainfield, and property lines sit. A large lot does not guarantee adequate separation, particularly when neighboring systems lie near a boundary.
FHA's baseline separation standards generally call for 50 feet between a well and septic tank, 100 feet between a well and drainfield, and 10 feet between a well and property line. Specified exceptions and local requirements affect how those standards apply. VA review also considers potable water, sanitary disposal, and applicable local health requirements; do not substitute an FHA distance checklist for a VA determination. Start with VA loan resources and obtain lender review of the actual site documentation.
Order needed water testing and inspections early enough to resolve deficiencies before closing. Include repair reserves alongside financing estimates from today's rates and the payment calculator. Compare Wesley Chapel portability planning, then revisit the Tampa Bay hub.

Editorial Methodology & Primary Sources

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.
- Consumer Financial Protection Bureau (CFPB) — Loan Estimates, APR and borrower disclosures; Regulation Z.
- U.S. Department of Housing and Urban Development (HUD / FHA) — FHA program guidance.
- U.S. Department of Veterans Affairs (VA) — VA loan eligibility and benefits.
- Freddie Mac Primary Mortgage Market Survey (PMMS) — published rate benchmarks.
- U.S. Census state tax collections — state property tax benchmarks; confirm parcel-specific assessments and exemptions with the state revenue department and local assessor.
The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
